Order of Canada is a national honor award for the Canadian citizens with spectacular dedication. Founded in the early 1966, Order of Canada officially was set in April 17th, 1967. To reward the Canadians who made a great contribution to Canada and have a far-reaching influence, it’s always issued by the Canadian governor representing the Queen of England, the head of Canada.
Working on the interdisciplinary study on the system engineering over a long time, Professor Hipel has a great reputation all over the world. He researches about the analysis of strategy conflicts, the multiple criteria decision making, the statistics analysis of time series and so on. And the research productions are widely applied in the management of water resources, the analysis of hydrology, the environmental engineering, the management of energy resources, and the sustainable development.

Promote the internationalization of China’s higher education actively

Depending on the view on the world and the international resources, Professor Hipel has positively built a stage for the cooperation and communication between Chinese scholars and foreign countries’, making a great contribution to improving the scientific research and academic standards of the higher education to perfect the disciplinary construction, developing the best and original mind. Professor Hipel is friendly enough to Chinese, contributing his mind to the communication and cooperation at home and abroad, personnel training, the management of resources, the sustainable development of China, and the Chinese influence on the international science for over thirty years. Therefore, he enjoys a good reputation and has a significant impact on Chinese academy. He has got so many awards, like High-end Foreign Expert and Jiangsu Friendship Award.
Being invited by Systems Engineering Society of China and Tsinghua University, Professor Hipel visited China for the first time in January 1982. Up to now, he has contributed a lot to the development of disciplines of colleges and universities, scientific researches, as well as personnel training and international communication. Besides, he has a marked impact on the higher education of China. And he has been to China more than 40 times when the Chinese masters and doctors he instructed are over 100, and when he communicated with about 20 groups of visiting scholars. Meanwhile, he engaged in the National Basic Research Program of China (973 Program) and the projects of National Natural Science Foundation of China which is up to 22.
As the president and the former chairman of the Academy of Science of the Royal Society of Canada, Professor Hipel leading his group has visited China many times for encouraging more communication and scientific cooperation between China and Canada about the management of water resources, the climate changes, the control of energy resources and pollution, which succeeds in cultivates lots of high-end talents. Respectively, he confabulated with the president of Chinese Academy of Engineering and the president of Chinese Academy of Sciences, further discussing the communication and scientific cooperation between China and Canada about the climate changes, the utilization of energy resources and so forth for coming up with new better ways for the improvement of the environment and the sustainable development.

Setting up a stage to assist students and teachers studying abroad.

As for the scientific researches and cooperation, Professor Hipel keeps on terms with some colleges, universities, and scientific research institution, such as NUAA(Nanjing University of Aeronautics and Astronautics), Hohai University and Nanjing Hydraulic Research Institute, dedicating to the development of Nanjing disciplines and scientific researches, personnel training, and the international communication and cooperation. NUAA has become the first Chinese university which cooperates with University of Waterloo. Ans their doctors visit each other’s university, which builds a cooperation between NUAA and University of Waterloo. In addition, Professor Hipel takes part in and instructs the improvement of disciplines on the scientific management and engineering of NUAA, which is promoted as the key disciplines and specialties of Jiangsu and Ministry of Industry and Information Technology of the People’s Republic of China.

Professor Hipel is at College of Economics and Management of NUAA

Haiyan Xu, a professor of College of Economics and Management of NUAA, was instructed by Professor Hipel from 2006 to 2010. She has studied for her PhD and a postdoctoral degree at the Department of System Design Engineering in University of Waterloo. Professor Xu said that Professor Hipel, with his strong influence on academy, has set up a stage of international communication high-end scholars for teachers and students of NUAA. Engaged as an honorary professor of NUAA from 2008 till now, Professor Hipel has made a lot of efforts to boost the internationalization of College of Economics and Management and NUAA for 20 years.

      Professor Hipel is in NUAA

Professor Hipel has trained more than 30 high-level talents of disciplinary backbone, and instructed over 10 doctors. Cooperating with students and teachers to publish over 40 papers recorded on Science Citation Index (SCI) or Social Science Citation Index (SSCI), Professor Hipel greatly improves the internationalization of our academy. As a senior member of Institute of Electrical and Electronics Engineers (IEEE), he, the chairman cooperating with this conference, positively participated in the international conference, IEEE Grey Systems and Intelligent Services, which was held by Grey System Research Institute of NUAA. It gave much support and help to the promotion and development of internationalizing Grey System Research Institute. With Professor Hipel’s long-term support and great commendation, NUAA managed to hold the international conference, which is Group Decision and Negotiation (GDN). It is the first time that the most authoritative academic conference has been held in Asia, which is about the science of the international decision-making.

The 18th International Conference on Group Decision and Negotiation College of Economics and Management takes responsibilities for is held successfully in NUAA
